April 2003: Remembrance Month and ICC Victims Trust Fund Campaign


The Independent Student Coalition for the International Criminal Court would like to invite you to participate in our Remembrance Month during the month of April. We are dedicating this month to many historical, yet tragic, events that occurred during April:

Ø April 6, 1994   Rwandan Genocide began
Ø April 17, 1975   Khmer Rouge gained power in Cambodia
Ø April 24, 1915   Armenian Genocide began
Ø April 29   Holocaust Memorial Day

To commemorate the victims of these and many other horrific events, the ISC-ICC joins the Washington Working Group on the International Criminal Court (WICC) in their Victims Trust Fund Campaign.

The Victims Trust Fund will provide direct reparations to victims of human rights abuses and their family through the International Criminal Court. The campaign is an important way to both raise money for the fund, and educate Americans about how they can get themselves and their congressional representatives involved with Victims Rights and the ICC.

You can help with the campaign by distributing information about the Victims Trust Fund and the campaign in your local community and encourage other individuals and organizations to get involved as well. If you would like to join the campaign, you will receive a kit which consists of information about the International Criminal Court, the Victims' Trust Fund and the details about the campaign as well other important and useful information that would help you in your efforts to support the campaign.

Leadership Training Program: Student NGO Delegation to the ASP

ISC-ICC is proud to offer to American college, graduate, and law students the opportunity to join our student delegation to meetings of the ICC Assembly of States Parties. The ISC-ICC delegation is part of the larger non-governmental organizations delegation, coordinated by the International NGO Coalition for the ICC (CICC). We are the only NGO contingent to be comprised entirely of American students, and we are the only NGO to open our delegation to general members, not just employees and interns. ISC-ICC has participated at the Preparatory Commissions of the ICC since that body's seventh session (March 2001), and has participated at all sessions of the ASP.

The purpose of the program is to introduce interested individuals to the work of the International Criminal Court. Eligible members are invited to participate in the activities of the governing body of the ICC, the Assembly of States Parties during its meetings at the United Nations in New York and at the seat of the Court in The Hague, Netherlands. Selected members represent the ISC-ICC during the negotiations of the ASP, compile reports of the proceedings and participate in the Non-Governmental Organization expert discussions and negotiations.

In preparation for the conference, selected members are expected to familiarize themselves with relevant legal instruments pertaining to the organization and the operations of the ICC. The ISC-ICC offers selected delegates a wide array of preparatory and background information on the items on the agenda of each conference. Prior to the first day of the conference, staff members of the ISC-ICC hold a briefing session with the selected members to update them on the latest developments on the subjects being discussed at the conference and to answer any questions that the selected members may have.

Members of the delegation prepare the Final Report of the Conference that is published electronically on the website of the organization and distributed to interested individuals and organizations. The organization also publishes a "Voices of the Future" brochure, a brief description of members of the delegation, their experiences and interest in the success of the ICC. The publication is distributed to conference attendees, members of the press and other interested individuals and organizations. It serves as a brief statement about the purposes of the organization, the history and current developments surrounding the ICC and a brief description of the delegation. The program serves as a training ground for the organization for individuals who will undertake educational activities about the ICC on their local campuses and in their local communities.

Education Programs: Research Subcommittees

ISC-ICC has several research committees working on various aspects of the ICC - its legal foundations, operation, and relations with the United States. Overseen by Anna N. Astvatsaturova, Director of Education Programs, these committees report regularly on the latest developments in their topic areas, offering detailed analysis and recommendations for both present and future Court operation.

Currently, ISC-ICC has research subcommittees in the following areas: Criminal Defense, Criminal Prosecution, Implementation, Judicial Oversight, US/ICC Relations, Children & Women's Issues, Victims' Rights, and International Justice.

The program serves as:

Each subcommittee is chaired by a volunteer member of the organization, who is chosen on the competitive basis for his/her academic and professional experiences in the field. Each subcommittee chair/co-chair is entrusted with the responsibility of tracking the events surrounding his/her respective subject matter and reporting on those activities to the members of the organization.

The Department issues reports by chairs of each subcommittee on issues of interested to members of the organization. Each report is an outcome of scholarly research by the subcommittee chair(s) on the subject matter of each subcommittee. The Department issues a quarterly newsletter "ISC-ICC Quarterly" that is published electronically on the organization's website at isc-icc.org and distributed electronically to members of the organization and interested individuals. The ISC-ICC plans to have a printed version of this quarterly publication in 2004.

The Department also issues an annual journal "Eyes on the ICC", which contains articles and opinion pieces written by members of the organization and selected professional and experts in the field. The first issue of "Eyes of the ICC" will be published electronically in the Fall 2003 on the organization's website and distributed electronically to members of the ISC-ICC and interested individuals and organizations. The ISC-ICC anticipates the publication in printed form in 2004.

Liaison Program

Want to spread the message of ISC-ICC on your college campus? Want to work toward US ratification of the ICC in your community?

The ISC-ICC is actively recruiting campus liaisons. The program is intended for college, graduate, law school students and young professionals who are interested in more active participation in the activities of the organization.

Qualified members of the organization are invited to serve as Liaisons between the ISC-ICC and their local campuses/communities. The program offers training on the issues related to the ICC (i.e. it provides information about the Rome Statute, the organization and operation of the Court, the ASP, and other subsidiary bodies). The program also offers technical assistance in organizing educational programs by individual liaisons at their local campuses/communities.

The program provides training to liaisons by giving printed materials on the issues of interest at liaison's respective campus/community, organizing training sessions to groups of liaisons on the internet through interactive programs on the organization's website, organization of seminars, lectures and panels, discussions and lecture series at liaison's respective campuses/communities.
